Visa Rule Tightened for Foreign Instructors By Bae Ji-sook

From December, foreigners will have to submit diplomas and police check documents, when applying for a visa to get a job as foreign language instructor here.
In addition, they will be required to have an interview with a Korean consular official to work to teach in that capacity, the Ministry of Justice announced Saturday.
The tightened visa rule, however, has loopholes in it as it will not screen foreigners entering Korea as tourists and getting jobs as language instructors. The latest plan may see many foreigners visiting Korea as tourists with the purpose of finding a job here.
There are 16,000 foreigners registered as language instructors. However, the actual number could be as high as 30,000.
From now on, those with criminal records involving sex offences, narcotics and diploma fabrication will not have their visas renewed, a Ministry spokesman said.
He added that a special department will be created in the Justice Ministry to verify documents, especially academic records of foreigners.
The wrongdoings of unqualified foreign instructors have been a headache for the government. Earlier this month, Interpol arrested Christopher Paul Neil, a Canadian English instructor, who fled to Korea after sexually abusing dozens of boys in Thailand. He had worked at an international school in Gwangju until Oct. 11 before he was arrested in Thailand.
In July, Daejeon District Prosecutors' Office punished two Australian and Canadian English instructors on drug charges. A Korea Foreign Teacher Recruiting Association recently blacklisted two alcoholics and five sexual harassment offenders.
The spokesman said the new regulation will help differentiate the majority of talented and qualified foreign language instructors from unqualified teachers and those with criminal records.

SEOUL, SOUTH KOREA, 29 FEBRUARY 2008--Early last Sunday morning a near-fatal fire destroyed the apartment of William Lawrence Kapoun in Haebongchon, Yongsan, Seoul, nearly taking his life with it.
William, an English teacher of 14 months in northern Seoul, was left with third degree burns to nearly seventy percent of his body. He is now facing numerous surgeries and a lengthy recovery that could potentially cost hundreds of thousands of dollars.
Because of William's contract in Korea he is now left without insurance. His parent's financial situation is no more promising. They have left 4 children, an exchange student and a grandmother undergoing cancer treatment at home. They are unable to work while taking care of their son in S.Korea, and Will's bills are already staggering.
Upon showing up at the hospital they were handed a bill for over $6,000 before they could even see their son. His first surgery alone cost $15,000. Our immediate concern is raising money for him to continue having the surgeries he requires.
Our estimated total is roughly $100, 000. This total does not include reconstructive surgery, physical therapy and various other treatments he will need to undergo in order to fully recover.
William is a world traveler, having visited countries across Europe and Asia. He holds a double bachelors degree in History and Economics from Indiana University, his home state. He is also member of the Acacia Fraternity. He is incredibly intelligent, confident, and caring. Againts all odds, he is fighting a battle inconceivable to the rest of us. We are all inspired by his strength and sheer determination to live.
WE have an opportunity to rally around William and lift him out of this terrible situation. Individuals are urged to join the Facebook group "Save Bill Kapoun".  The 2008 Seoul Hallyu Festival will take place from October 23rd to the 26th at Jamsil¡¯s Stadium Special Stage and Indoor Gymnasium. The slogan for this year¡¯s festival will be ¡®Hi Seoul! Hi Hallyu!¡¯ presenting a special celebratory concert by some of Korea¡¯s most popular Hallyu stars.
Detailed festival programs will include a concert, fan meetings with the stars, and permanent exhibition events.  This year marks the 13th installment of the Pusan International Film Festival (PIFF) that is set to take place from October 2nd to October 10th in the regions of Haeundae and Nampo-dong. Moviegoers from all over the world are paying close attention to this year¡¯s film festival, as it will feature 315 screenings from 60 countries worldwide, boasting the largest number of films to ever participate in the festival¡¯s history.
The festival will open with Kazakhstan¡¯s ¡®The Gift to Stalin¡¯ and present films from a string of other lesser-known countries including Jordan, Mongolia, and Pakistan. 332. Autumn Foliage Begins on September 29

This fall, the autumn foliage will begin blanketing Seoraksan Mountain on September 29 and will be fully covered in crimson leaves by October 20. This year, Seoraksan Mountain, Chiaksan Mountain, Bukhansan Mountain, and the rest of the inland area will see foliage three days later than usual (according to averages measured in the last 30 years), while Jirisan Mountain, Gayasan Mountain, and the southern regions will see the autumn foliage beginning two days later than average. Beginning September 27, North Korea's Geumgangsan Mountain will start to turn crimson for fall, with the foliage gradually blanketing the rest of the southern regions, reaching the South's Haenam Duryusan Mountain by November 1. Foliage for Geumgangsan Mountain will be completed by October 18, and by October 20, most of Seoraksan Mountain will be dyed in beautiful reds. Though located to the south, Jirisan Mountain will complete its autumn foliage by September 21 due to its high altitude, while Hallasan Mountain's foliage will peak by October 31, and Naejangsan Mountain by November 11. Forecasters mark the beginning of the autumn foliage when the mountains see 20% of their regions colored in crimson, and describe the foliage's peak as when the mountains have been fully blanketed by at least 80%. The autumn foliage usually begins when temperature lows fall below 5 degrees Celsius, and foliage is more gorgeously witnessed in mountainous regions rather than flat lands; places with little rainfall rather than heavy rainfall, more in sunny areas than in shaded areas, and in regions with daily temperature changes that are great.  <Predicted Foliage Periods of Popular Mountains in Korea>

 Internationally renowned Alegría has been performed in 65 cities for at least 10 million people. Alegría, coming to Seoul in October 2008, is the second Cirque du Soleil performance for Korean audiences, as Alegría is following on Quidam¡¯s wild success in 2007. 329. 2008 Asia Song Festival

 The 2008 Asia Song Festival, Asia¡¯s biggest music festival, will take place at Seoul¡¯s Sangam World Cup Stadium on Saturday, October 4th at 6 pm.
Starting with nine teams of musical performers representing seven Asian countries, the premise behind the festival is to promote cultural exchange among all participating countries. In 2007, thirteen teams of star musicians from seven different Asian countries participated in a hugely successful performance. This year, the festival will make the ¡®Sangam¡¯ memorable once again, featuring twenty teams of star performers representing twelve Asian countries, including Japan, China, Taiwan, Thailand, and Korea.
As for the musicians representing Korea, ¡®Tong Vfang Xien Gi¡¯, who scored their big break by topping the Oricon Weekly Single Chart of Japan three times, a first for any Asian artist, and ¡®Girl¡¯s Generation¡¯ are scheduled to perform.

The 2008 Asia Song Festival is co-hosted by the International Culture Industry Exchange Foundation (KOFICE) and the Seoul Metropolitan City Government. 328. Enjoy The Chuseok Holiday at KTO

From September 11th to 19th, the Korea Tourism Organization (KTO) will hold a special Chuseok holiday event, packed with various fun-filled cultural activities, at the Tourism Information Center (TIC). Located in the lower level of the KTO building, visitors will be able to have their picture taken wearing hanbok (traditional Korean clothing) and play traditional Korean folk games such as tuho (arrow throwing), yut (a board game played tossing four sticks into the air), jegichagi (kicking of a shuttlecock), paeng-i chigi (top spinning), and sangmo doligi (hat spinning).
The TIC staff will assist visitors in enjoying the events and hand out bok-jumeoni (good luck pouches) to wish visitors luck in the future.
The TIC provides Korea travel information to both visitors from home and abroad. Its facilities, which have been recently renovated, include the Tourist Information Desk, Hallyu Hall, a travel agency, a traditional souvenir shop, an auditorium, tourist information resources, life-size cutout displays of hallyu stars, and a photo zone featuring the backdrop of a television drama.
